TECHNICAL SPECIFICATION Design and Turnkey Construction of a Data Center (DC).

1. Brief Technical Specification (General Information)

Project Title:** Design and Turnkey Construction of a Data Center (DC).

Project Location:** 85A Shahrisabz Street, Tashkent, Republic of Uzbekistan (1st floor of the existing two-story building).

Reliability Level: Full compliance with the Tier III principles of the Uptime Institute standard, ensuring concurrent maintainability of the infrastructure without interruption to the IT load.

Scope of Work: Full project implementation on a turnkey basis, including: pre-design site survey, detailed engineering design, state examination and approval of the design documentation, construction and installation works, commissioning, integrated testing, facility commissioning, and handover to the relevant supervisory authorities.

Project Implementation Stages (Hot Scalability without Service Interruption)

Stage 1 (Base Stage)

Preparation of the main data hall and installation of engineering backbone infrastructure sized for the full design capacity (1 MVA). Supply, installation, testing, and commissioning of the first microclimate containment module accommodating 25 IT racks with a physically isolated cold aisle containment system.

Stage 2 (Expansion Stage)

Supply and deployment of the second containment module for 12 IT racks, connection to the pre-installed electrical and cooling infrastructure interfaces, and integration into the unified DCIM (Data Center Infrastructure Management) monitoring system without interrupting the operation of the first-stage IT equipment.

## Key IT Load Parameters

* Total number of server racks: 37

* Stage 1: 25 racks

* Stage 2: 12 racks

* Average power load per IT rack: 15 kVA, with peak scalability up to 21 kVA per rack.

*Total designed IT capacity: up to 600 kVA (calculated IT load ≤ 555 kVA).

2. Bidder Qualification Requirements

To participate in the tender, the Contractor shall provide documentary evidence confirming compliance with the following qualification requirements:

Relevant Experience

A proven portfolio demonstrating the successful design and construction of at least six (6) Data Centers or high-tech facilities of comparable complexity with an IT load ranging from 400 kVA to 1,000 kVA within the Republic of Uzbekistan.

Personnel Certification

Availability of certified professionals employed by the company holding Uptime Institute Accredited Tier Specialist (ATS) and/or Accredited Tier Designer (ATD) certifications.
Vendor Partnership Status

Official authorization letters and partner certificates issued by manufacturers of the key equipment (UPS systems, diesel generator sets, precision air-conditioning units, and server racks), confirming the Contractor's authorization to supply, install, commission, and provide official manufacturer warranties.

### Licenses and Permits

Valid governmental licenses, certificates, and permits authorizing engineering design activities and specialized construction and installation works within the Republic of Uzbekistan.
### Legal and Financial Standing

The company shall have:

* no ongoing litigation with financial institutions;

* no critical tax liabilities or outstanding mandatory payments;

* no inclusion in the register of unreliable or blacklisted suppliers.

## Tender Submission Requirements

Interested companies shall submit a complete tender package including:

* Commercial Proposal with a detailed cost breakdown for each project stage (including VAT);

* Technical Proposal describing the proposed architectural and engineering concept, technical solutions, and equipment specifications;

* Portfolio of completed similar projects, including commissioning certificates and client reference letters;

* Corporate and statutory documentation, including the company registration certificate, licenses, and specialist qualification certificates.

Commercial proposals will be accepted until July 10.
